What would be the implications of a financial transactions tax in Europe? While the French argue such a tax would help stabilize the debt crisis, the British believe that the instrument would prompt an exodus of financial activity to other parts of the world. Iain Begg argues that the latter argument may not hold, and that the tax could become a source of revenue for governments if introduced as a ?tax for Europe?.?

There has been much debate in recent months about a financial transactions tax (FTT), with some Member States, notably France, very keen to see its introduction, while others are more sceptical. Given the prominence of the City of London in its economy, the UK, not surprisingly, is opposed to the introduction of such a tax in the European Union because of fears that it would prompt an exodus of financial activity to other parts of the world. For the UK, the argument is that unless a global FTT (which it claims to support) can be introduced, imposing such a tax unilaterally in Europe would be tantamount to an own goal.

Separately, the European Commission has proposed the introduction of an FTT as a new own resource for the European budget. The rationale offered in the communication?A Budget for Europe 2020,?presenting proposals for 2014-20 and released last June, is that ?the time has come to start re-aligning EU financing with the principles of autonomy, transparency and fairness?. In a Commission background paper, a justification offered for the choice of FTT is that it would be popular ?which could facilitate its acceptance? and would be likely to be supported in the European Parliament. It is also argued that it would open up a new revenue stream, easing the burden on national public finances ? a somewhat disingenuous assertion.

Three distinct questions arise in these debates:

• Can Europe go it alone on an FTT?
• Should new resources be used to finance the EU budget and;
• If so, is an FTT a suitable resource?

Recent research suggests that contrary to some fears, the fact that so many financial transactions go through electronic trading platforms means that they can be ?captured?, reducing the likelihood of avoidance. Consequently, a tentative answer to?the first question? is that if it is well-designed and not set at too high rate, an FTT could work if imposed only in Europe.

The case for new EU own resources is one that is made time and again, yet has repeatedly been rejected by the European Council when it has to decide. Instead, the EU is financed largely by national contributions. Arguments abound about the strengths and weaknesses of the system that is in place, although its one unassailable virtue is that it ensures the EU has the revenue it needs to finance its expenditure. Equally, there are several options for EU taxes or revenues that would be perfectly serviceable. However, none is ideal and it is important to recognise that many criteria affect the choice. Alternative financing systems affect fairness, economic efficiency and differ in relation to a number of other effects, so that the underlying question becomes: what attributes do EU citizens and decision-makers want an EU tax to possess?

These are discussed at length in a paper I have had published by the Friedrich Ebert Stiftung. Among its conclusions is that although an FTT might work well enough for Europe as a whole, it would not be a good choice as a ?tax for Europe?, principally because it would have too uneven an incidence across Member States. Germany and, above all, the UK would bear a disproportionate share of the cost?

Oil near $105 amid possible reserves release

SINGAPORE (AP) ? Oil hovered above $105 a barrel Thursday in Asia, capped by the possible release of crude reserves by Western nations.

Benchmark oil for May delivery was down 3 cents to $105.38 at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $1.92 to settle at $105.41 per barrel in New York on Wednesday.

Brent crude for May delivery was steady at $124.16 per barrel in London.

France said Wednesday it was considering a release of emergency crude stockpiles as part of a U.S.-led effort to lower oil prices. Government spokeswoman Valerie Pecresse said France is waiting for recommendations from the International Energy Agency before tapping its reserves.

U.S. officials denied a report several weeks ago that said the U.S. and Britain were planning a coordinated reserves release. On Wednesday, White House spokesman Josh Earnest declined to say whether the U.S. had asked France to consider releasing oil from its strategic reserves.

A large jump in U.S. crude supplies also weighed on oil prices. The Energy Department's Energy Information Administration said Wednesday that crude inventories soared 7.1 million barrels last year, more than double the amount forecast by analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos.

Fears that a military attack by Israel or the U.S. on Iran's nuclear facilities would disrupt global crude supplies has helped raise oil from $75 in October. Analysts worry that a further spike in crude prices will spark inflation and hurt consumer spending.

Fitch Ratings estimates that if Brent averaged $150 this year, it would cut global economic growth by 0.4 percentage points in 2012 and 2013.

"Inflation would substantially increase, eventually depleting household income levels and consumption," Fitch said in a report.

Natural gas prices fell to a 10-year low amid a glut of U.S. supplies. Some analysts say the U.S. could soon run out of natural gas storage space.

"The question at this point is not whether U.S. natural gas prices can trade below $2 but for how long they could stay there," Bank of American Merrill Lynch said in a report. "With inventories so extremely high and building, we remain bearish natural gas prices this summer."

In other energy trading, heating oil was down 0.1 cent at $3.22 per gallon and gasoline futures rose 0.4 cent at $3.37 per gallon. Natural gas dropped 1.3 cents at $2.27 per 1,000 cubic feet.

Conservatives' trust in science has fallen dramatically since mid-1970s

While trust in science remained stable among people who self-identified as moderates and liberals in the United States between 1974 and 2010, trust in science fell among self-identified conservatives by more than 25 percent during the same period, according to new research from Gordon Gauchat, a postdoctoral fellow at the University of North Carolina-Chapel Hill's Cecil G. Sheps Center for Health Services Research.

"You can see this distrust in science among conservatives reflected in the current Republican primary campaign," said Gauchat, whose study appears in the April issue of the American Sociological Review. "When people want to define themselves as conservatives relative to moderates and liberals, you often hear them raising questions about the validity of global warming and evolution and talking about how 'intellectual elites' and scientists don't necessarily have the whole truth."

Relying on data from the 1974-2010 waves of the nationally representative General Social Survey, the study found that people who self-identified as conservatives began the period with the highest trust in science, relative to self-identified moderates and liberals, and ended the period with the lowest.

In addition to examining how the relationship between political ideology and trust in science changed over almost 40 years, Gauchat also explored how other social and demographic characteristics?including frequency of church attendance?related to trust in science over that same period. Gauchat found that, while trust in science declined between 1974 and 2010 among those who frequently attended church, there was no statistically significant group-specific change in trust in science over that period among any of the other social or demographic factors he examined, including gender, race/ethnicity, and socioeconomic status.

"This study shows that the public trust in science has not declined since the mid-1970s except among self-identified conservatives and among those who frequently attend church," Gauchat said. "It also provides evidence that, in the United States, there is a tension between religion and science in some contexts. This tension is evident in public controversies such as that over the teaching of evolution."

As for why self-identified conservatives were much less likely to trust science in 2010 than they were in the mid-1970s, Gauchat offered several possibilities. One is the conservative movement itself.

"Over the last several decades, there's been an effort among those who define themselves as conservatives to clearly identify what it means to be a conservative," Gauchat said. "For whatever reason, this appears to involve opposing science and universities and what is perceived as the 'liberal culture.' So, self-identified conservatives seem to lump these groups together and rally around the notion that what makes 'us' conservatives is that we don't agree with 'them.'"

Another possibility, according to Gauchat, is the changing role of science in the United States. "In the past, the scientific community was viewed as concerned primarily with macro structural matters such as winning the space race," Gauchat said. "Today, conservatives perceive the scientific community as more focused on regulatory matters such as stopping industry from producing too much carbon dioxide. Conservatives often oppose government regulation, and they increasingly perceive science as on the side of regulation, especially as scientific evidence is used more frequently in the work of government agencies such as the Environmental Protection Agency and in public debates over issues such as climate change."

The study also found that the declining trust in science among conservatives was not attributable to changes among less educated conservatives, but rather to rising distrust among better educated conservatives. "It is a significant finding and the opposite of what many might expect," Gauchat said.

As for the study's implications, Gauchat said it raises important questions about the future role of science in public policy. "In a political climate in which all sides do not share a basic trust in science, scientific evidence no longer is viewed as a politically neutral factor in judging whether a public policy is good or bad," said Gauchat, who is also concerned that the increasingly politicized view of science could turn people away from careers in the field. "I think this would be very detrimental to an advanced economy where you need people with science and engineering backgrounds."

SEOUL, South Korea (AP) ? North Korea has moved a long-range rocket to its northwestern launch site in preparation for a launch next month, South Korean officials said Sunday, as Pyongyang pushes ahead with plans that Washington says are a cover for testing long-range missile systems.

South Korean Defense Ministry and Joint Chiefs of Staff officials said Sunday that the information comes from the South Korean and U.S. militaries. They provided no further details and spoke on condition of anonymity citing department rules.

North Korea says it will launch a satellite into space on a long-range rocket around the April 15 celebration of the centennial of North Korea founder Kim Il Sung. Pyongyang says the launch is part of a peaceful space program.

The United States has warned that the launch could jeopardize a recent deal that would ship U.S. food aid to the North in exchange for a moratorium on missile and nuclear tests.

Washington says North Korea uses such launches as cover for testing missile systems for nuclear weapons that could target Alaska and beyond.

Pyongyang's launch plans are expected to dominate sideline discussions by U.S. President Barack Obama and other world leaders gathering in Seoul for a nuclear security summit. Obama visited the tense border separating the Koreas on Sunday.

The U.N. Security Council condemned North Korea's last long-range rocket launch, in 2009. Pyongyang, which said it was testing satellite technology for peaceful purposes, abandoned six-nation nuclear disarmament talks and, weeks later, carried out a second nuclear test.

I do not recommend disabling UAC; but I do recommend using an alternative. However, if you don't want to do either, here is how to disable the Windows UAC:

To disable UAC, perform the following steps:

1. Click on the Start Button

3. Select ?User Accounts and Family Safety?
4. Select ?User Accounts?
5. Select ?Turn User Account Control on or off?
6. Select ?Continue? at the UAC prompt
7. Uncheck the box ?Use User Account Control?, click ?Ok?
8. Click ?Restart? and reboot your computer

Restarting your computer may take some time to complete. When Windows restarts, UAC will be disabled.

• Selling donated merchandise. When substantially all of the merchandise being sold in a business activity is donated.
• Telephone Pole rental. Pole rentals are not considered unrelated trade or business when rented by a mutual or cooperative telephone or electric company described in section 501(c) (12).

Finnish architect Juhani Pallasmaa is one of the most lucid architectural theoreticians and practitioners in the world today, whose many books, writings, exhibitions and buildings are internationally renowned. His ?The Eyes of the Skin? has become a classic book of architectural theory all over the world and his exhibitions of Finnish architecture have been displayed in more than 30 countries.

He is a former professor of architecture at the Helsinki University of Technology and former director of the Museum of Finnish Architecture, and is currently an acting jury member of the Pritzker Prize, the Nobel Prize equivalent in architecture. He runs his own architect?s office, Arkkitehtitoimisto Juhani Pallasmaa KY, in Helsinki.

During a recent field trip to Helsinki, which UNESCO named as the World Design Capital for 2012, two faculty and six students from VCUQatar?s Interior Design department were able to meet with Pallasmaa at his office. ?It was a wonderful and rare opportunity to meet with such an important figure in today?s world of architecture and design,? said Carolyn Freeman, chair of the Interior Design department at VCUQatar. ?Pallasmaa is very down-to-earth and approachable. It was apparent that he enjoys talking to students. We are all very much looking forward to his visit and the?workshop he will do with our students.?

On 21 March, Pallasmaa will discuss the concept of peripheral perception and emotion in architecture in a thought-provoking lecture.

Lecture synopsis:

Architecture is usually understood and taught in terms of space and form as perceived through focused perception, and the significance of the overarching peripheric and atmospheric perception is neglected. Yet, we have an amazing capacity to instantly grasp the overall ambience or atmosphere of a landscape, urban setting, space or place. Even regions and continents have their recognizable atmospheres.

Altogether, unconscious peripheral and unfocused perception has a crucial role in our grasp of the existential situation as well as the feeling of being part of ?the flesh of the world?, to use a notion of Merleau-Ponty. Explosive stars with good table manners

ScienceDaily (Mar. 20, 2012) ? An exploding star known as a Type Ia supernova plays a key role in our understanding of the universe. Studies of Type Ia supernovae led to the discovery of dark energy, which garnered the 2011 Nobel Prize in Physics. Yet the cause of this variety of exploding star remains elusive.

All evidence points to a white dwarf that feeds off its companions star, gaining mass, growing unstable, and ultimately detonating. But does that white dwarf draw material from a Sun-like star, an evolved red giant star, or from a second white dwarf? Or is something more exotic going on? Clues can be collected by searching for "cosmic crumbs" left over from the white dwarf's last meal.

In two comprehensive studies of SN 2011fe -- the closest Type Ia supernova in the past two decades -- there is new evidence that indicates that the white dwarf progenitor was a particularly picky eater, leading scientists to conclude that the companion star was not likely to be a Sun-like star or an evolved giant.

"It's hard to understand how a white dwarf could eat itself to death while showing such good table manners," said Alicia Soderberg of the Harvard-Smithsonian Center for Astrophysics (CfA).

Soderberg and her colleagues examined SN 2011fe with a suite of instruments in wavelengths ranging from X-rays to radio. They saw no sign of stellar material recently devoured by the white dwarf. Instead, the explosion occurred in a remarkably clean environment.

"This white dwarf was a tidy eater," said Laura Chomiuk of the CfA, lead author of one of the two papers.

Additional studies using NASA's Swift satellite, which examined a large number of more distant Type Ia supernovae, appear to rule out giant stars as companions for the white-dwarf progenitors.

Taken together, these studies suggest that Type Ia supernovae likely originate from a more exotic scenario, possibly the explosive merger of two white dwarfs.

"This is an exciting time in Type Ia supernova research since it brings us closer to solving one of the longest-standing mysteries in the life cycles of stars," said Raffaella Margutti of the CfA, lead author of the second paper.
