(AP) ? An American archbishop has reminded a congregation that included six Supreme Court justices Sunday to be open to the spirit of God, beg for his blessings and "strive to be instruments of a new evangelization."

The Archdiocese of Washington says Justices John Roberts, Antonin Scalia, Elena Kagan, Anthony Kennedy, Clarence Thomas and Stephen Breyer were at the Cathedral of St. Matthew the Apostle for Red Mass, celebrated the Sunday before the Supreme Court begins its new term.

The Most Rev. Timothy Broglio, archbishop for the military services, said the Mass was also "a moment to pause and pray for those who serve our country and foster justice for all."

The John Carroll Society, a group of Roman Catholic Washington professionals, has organized the Red Mass at the cathedral since 1953.

Time bomb: Military ordnance in Gulf of Mexico poses threat to shipping, says expert

ScienceDaily (Sep. 28, 2012) ? Millions of pounds of unexploded bombs and other military ordnance that were dumped decades ago in the Gulf of Mexico, as well as off the coasts of both the Atlantic and Pacific oceans, could now pose serious threats to shipping lanes and the 4,000 oil and gas rigs in the Gulf, warns two Texas A&M University oceanographers.

William Bryant and Neil Slowey, professors of oceanography who have more than 90 years of combined research experience in all of Earth's oceans, along with fellow researcher Mike Kemp of Washington, D.C., say millions of pounds of bombs are scattered over the Gulf of Mexico and also off the coasts of at least 16 states, from New Jersey to Hawaii.

Bryant says the discarded bombs are hardly a secret. "This has been well known for decades by many people in marine science and oceanography," he explains.

He will give a presentation in San Juan, Puerto Rico on Oct. 1 about the bombs to a group of oceanographers and marine scientists in a conference titled "International Dialogue on Underwater Munitions."

"This subject has been very well documented through the years," Bryant explains. "My first thought when I saw the news reports of the Deepwater Horizon explosion in the Gulf two years ago were, 'Oh my gosh, I wonder if some of the bombs down there are to blame.'"

Military dumping of unused bombs into the Gulf and other sites started in 1946 and continued until 1970, when it was finally banned.

Millions of pounds -- no one, including the military, knows how many -- were sent to the ocean floor as numerous bases tried to lessen the amount of ordnance at their respective locations.

"The best guess is that at least 31 million pounds of bombs were dumped, but that could be a very conservative estimate," Bryant notes.

"And these were all kinds of bombs, from land mines to the standard military bombs, also several types of chemical weapons. Our military also dumped bombs offshore that they got from Nazi Germany right after World War II. No one seems to know where all of them are and what condition they are in today."

Photos show that some of the chemical weapons canisters, such as those that carried mustard gas, appear to be leaking materials and are damaged.

"Is there an environmental risk? We don't know, and that in itself is reason to worry," explains Bryant. "We just don't know much at all about these bombs, and it's been 40 to 60 years that they've been down there."

With the ship traffic needed to support the 4,000 energy rigs, not to mention commercial fishing, cruise lines and other activities, the Gulf can be a sort of marine interstate highway system of its own. There are an estimated 30,000 workers on the oil and gas rigs at any given moment.

The bombs are no stranger to Bryant and Slowey, who have come across them numerous times while conducting various research projects in the Gulf, and they have photographed many of them sitting on the Gulf floor like so many bowling pins, some in areas cleared for oil and gas platform installation.

"We surveyed some of them on trips to the Gulf within the past few years," he notes. "Ten are about 60 miles out and others are about 100 miles out. The next closest dump site to Texas is in Louisiana, not far from where the Mississippi River delta area is in the Gulf. Some shrimpers have recovered bombs and drums of mustard gas in their fishing nets."

Bombs used in the military in the 1940s through the 1970s ranged from 250- to 500- and even 1,000-pound explosives, some of them the size of file cabinets. The military has a term for such unused bombs: UXO, or unexploded ordnance.

"Record keeping of these dump sites seems to be sketchy and incomplete at best. Even the military people don't know where all of them are, and if they don't know, that means no one really knows," Bryant adds. He believes that some munitions were "short dumped," meaning they were discarded outside designated dumping areas.

The subject of the disposal of munitions at sea has been discussed at several offshore technology conferences in recent years, and it was a topic at an international conference several years ago in Poland, Bryant says.

"The bottom line is that these bombs are a threat today and no one knows how to deal with the situation," Bryant says. "If chemical agents are leaking from some of them, that's a real problem. If many of them are still capable of exploding, that's another big problem.

"There is a real need to research the locations of these bombs and to determine if any are leaking materials that could be harmful to marine life and humans," Bryant says.

Scott Brown Worked as a Real Estate Attorney For Notorious ...

I agree with Matt Latimer that the Massachusetts Senate race has taken an ugly turn into sideshow. Scott Brown, concerned about the prospect of losing, threw the kitchen sink at Elizabeth Warren in the first debate, and ever since then, the race has been dominated by anecdote, trivia and out-of-context finger-pointing.

So I don?t want to contribute to that. But as long as we?re talking about prior work histories among these candidates, Scott Brown made an interesting disclosure to reporters the other day. He casually mentioned that he, in fact, was a real estate attorney, who ran a small practice out of his home. He apparently was the guy who came to your house to do a real estate closing, a cog in the mortgage wheel. And he did this for the past nine years, encompassing all of the major years of the housing bubble.

According to Brown, he worked with small community banks and small mortgage companies in his part of Massachusetts, and as a title agent for two companies in particular: Fidelity National and First American. Now that?s a notable disclosure. As Adam Levitin points out, Fidelity National is the former parent company of LPS, one of the worst offenders in the foreclosure fraud industry. Fidelity National split with LPS very quickly once their worst abuses came to light.

As I?m sure you can gather from my reports here, LPS was a middleman in this game, providing faulty documents ? often off a prescribed menu, where you pay $100 for a mortgage assignment, or $150 for a full loan file ? through its subsidiary DocX. This company facilitated forgeries and mass false documents, which we know through Lynn Szymoniak?s work. The Linda Green phenomenon came right out of LPS and DocX. This is where robo-signing lived.

LPS has friends in high places ? members of Florida?s Attorney General?s office left to work with LPS even as the company was under investigation by the same office ? but they still operate under a consent order by the Federal Reserve for multiple violations of law. LPS was sued by the state of Nevada for document fraud (Nevada criminally indicted two LPS employees in the case), and also by the state of Missouri in a criminal case that was later settled. One of the whistleblowers against LPS, who was vital to the Nevada case, mysteriously turned up dead.

This is a terrible company for a US Senator to be involved with. All Brown has said is that he did ?title work? for Fidelity National, so we don?t know much more. But Levitin asks some pertinent questions.

Who were those ?mortgage companies? that he worked for? It?s nice that Brown named a bunch of local banks, but I wonder what lies under the ?mortgage company? label? What did Scott Brown understand about the mortgage market he was facilitating? Did he recognize that there was a bubble? (He was a town property assessor at one point, so one would think he?d notice this sort of thing.) If not, what does that say? And if so, what does that say? How many predatory loans did Scott Brown facilitate? How many of the loans where he handled the closing resulted in foreclosure? What would he say to those families that lost their homes to predatory loans?

I suspect that Brown?s reply to these questions would be ?Aw shucks, I?m just a guy with a pickup truck with 238,000 miles on it who was helping people out by doing the paperwork on their real estate closings.? That?s not good enough. Either Brown was so inept that he didn?t see that the loans he was closing were becoming untenable or Brown saw the problem and didn?t do anything. As long as the music?s playing, the guy?s gotta earn a living, right?

I actually think this is more of an issue about Brown?s actions during the financial reform bill. He held out in the bill, getting a bank fee removed that would have paid for much of the regulatory measures, and weakening the Volcker rule to allow more proprietary trading among big financial institutions. So Brown was a cog in the great finance wheel when doing these closings and ?title work,? and also when a US Senator trying to enable as much profit-earning risk in the big financial institutions as possible. A useful cog.

Levitin certainly has a professional relationship with Warren, but he?s merely teasing out Brown?s relationship as a keep-your-head-down facilitator of bad mortgages, in association with one of the biggest malefactors in the entire foreclosure fraud industry. I don?t think Brown ?knew? anything about what was going on, necessarily, but there is something to be said about the company you keep.

The sun erupted with a wide, Earth-directed coronal mass ejection (CME) on Sept. 27, 2012 at 10:25 p.m. EDT. CMEs are a phenomenon that can send billions of tons of solar particles into space that can reach Earth one to three days later, affecting electronic systems in satellites and on the ground. Experimental NASA research models estimate that the CME is traveling at around 700 miles per second and will reach Earth on Sept. 29.

CMEs of these speeds are usually benign. In the past, similar CMEs have caused auroras near the poles but have not caused disruption to electrical systems or significantly interfered with GPS or satellite-based communications systems.

The CME is associated with a fairly small solar flare that was measured as C-class, which is third in strength after X- and M-class flares. The flare peaked at 7 p.m. EDT and came from an active region on the sun labeled AR 1577.

(AP) ? In a rare departure from her usual political style, Argentine President Cristina Fernandez responded to questions from an audience at Harvard University Thursday night. But she didn't always answer them.

Fernandez spoke before more than 100 students, faculty and guests at the Kennedy School of Government. In Argentina, she has had five news conferences in five years and has only occasionally taken questions.

Fernandez said the criticism that she doesn't speak to the press is unfounded.

"I don't know where this comes from that I don't talk, that I can't speak, that I'm mute," she said in Spanish which was translated into English.

Clinton presses China on maritime spats

NEW YORK (AP) ? Secretary of State Hillary Rodham Clinton urged China's top diplomat on Thursday to peacefully resolve increasingly tense maritime disputes with Japan and its smaller neighbors in Southeast Asia.

A senior U.S. official said Clinton had pressed Chinese Foreign Minister Yang Jiechi on the importance of settling its conflicting claim with Japan over the Japanese-held Senkaku islands, called Diaoyu by China, along with numerous competing claims in the South China Sea with members of the Association of South East Asian Nations.

"We urged that cooler heads prevail, that Japan and China engage in dialogue to calm the waters," the official said. "We believe that Japan and China have the resources, have the restraint, have the ability to work on this together and take tensions down."

The official was not authorized to publicly discuss the private discussion between Clinton and Yang on the sidelines of the annual U.N. General Assembly and therefore requested anonymity. Clinton was expected to make the same case to Japanese Foreign Minister Koichiro Gemba when she meets with him in New York.

However, Japanese Prime Minister Yoshihiko Noda said Wednesday that his nation was not willing to compromise in its territorial dispute with China over the Senkakus that have spawned violent anti-Japan protests in China.

"So far as the Senkaku islands are concerned, they are the inherent part of our territory, in light of history and international law. It's very clear," Noda told reporters in New York. "There are no territorial issues as such, therefore there could not be any compromise that may mean any setback from this basic position."

Senior Chinese and Japanese diplomats met both in New York and Beijing on Tuesday, seeking to mend ties frayed by the spat over the islands that has raised tensions between them to their highest level in years. The islands are uninhabited but sit astride rich fishing waters and potentially large reserves of natural gas.

In her meeting with Yang, Clinton also called on China to work cooperatively with ASEAN over the territorial disputes in the South China Sea, according to the U.S. official. Clinton has been pressing China and ASEAN to develop and implement a code of conduct for the South China Sea that could pave the way for a mechanism to resolve the disputes.

Clinton, who later met Thursday with ASEAN foreign ministers, said she was pleased that ASEAN and Chinese officials had resumed high-level meetings on the matter ahead of November's East Asia Summit in Cambodia at which the issue is expected to be a primary focus. The U.S. would like to see progress on the code of conduct by the time the summit takes place.

ScienceDaily (Sep. 27, 2012) ? Carnivorous plants feature complex mechanisms to survive in habitats poor in nutrients: trapping systems help them to lure, catch, kill, and digest small prey animals (mainly insects) and to take up the resulting nutrients. Traps that move are termed 'active', and such active systems are currently being investigated in the Plant Biomechanics Group of the Botanic Garden Freiburg, led by Prof. Thomas Speck.

In the PhD project of Simon Poppinga, the researchers show for the first time the trapping action of the particular sundew Drosera glanduligera, which was accomplished in close collaboration with the private cultivators Siegfried and Irmgard Hartmeyer. The spectacular capture movement has been investigated biophysically, and the findings are published in the journal PLOS ONE.

Sundews are commonly known for their trap leafs being covered with sticky tentacles to which small prey animals stick to and become wrapped within minutes up to hours. Job seekers find warm welcome in Plains states

Frustrated with Minneapolis' tight job market, Pam Perleberg sold her house and moved next door to North Dakota, where the wind-chill factor might be higher but unemployment is just 3 percent.

Still, Perleberg has no regrets about packing up for the prairie, where employment is so plentiful that the state government website greets visitors with this enticement: ?Find a Job in North Dakota. More than 20,000 job openings statewide.?

With a wealth of jobs and too few people to fill them, the upper Midwest "flyover" states are among the rare pockets in the nation on a hiring binge.?North Dakota, Nebraska, Oklahoma, South Dakota and Utah are the top five states for job creation so far this year, according to a recent Gallup survey?of more than 100,000 U.S. workers.

The five states at the bottom of Gallup's Job-Creation Index were Maine, Oregon, New Jersey, New York and Delaware.

Touting rock-bottom unemployment rates, recruiters in the remote states at the top of the list have ramped up efforts to entice skilled job seekers to relocate from economically depressed regions, where disillusionment can be more common than career opportunities.

?In 2008 and 2009, a lot of people were still waiting,? says Clinton Brown, a recruiter with the Experis-Manpower Group office in Sioux Falls, S.D. ?Now people are a lot more willing to go where the jobs are. They see the jobs aren?t coming back.?

Brown should know. His firm is at ground zero of South Dakota?s unprecedented effort to lure skilled workers to the Mount Rushmore State, where the unemployment rate is just 4.4 percent -- far below the national rate of 8.1 percent.

After a series of a brainstorming sessions, Gov. Dennis Daugaard and South Dakota lawmakers launched an aggressive $5 million national recruiting program this spring. The state has hired the Milwaukee-based Experis-Manpower team to woo workers for manufacturing, engineering, information technology and other high-demand openings at South Dakota companies. The state's goal is to hire 1,000 skilled workers by 2014.

South Dakota (population 824,082) has about 11,000 job openings statewide, and the state's rapidly growing companies are clamoring for more workers, says Kim Olson, a policy adviser in the governor?s office. The state is big but sparsely populated, covering? more than 77,000 square miles but with an average of only 10 people for each of those square miles (New Jersey has 1,189 people per square mile).

?The demand outstrips the number of people we have,? says Olson. ?We just recognized we can?t do this alone.?

New jobs are advertised for 30 days in South Dakota, giving homegrown workers first crack. Then they're forwarded to headhunters scattered among Manpower's 700 offices nationwide. So far, Olson says, more than 20 of the state?s largest companies have posted jobs with the fledgling South Dakota Workforce Initiative program. A separate effort is under way to attract medical professionals with inducements that include tuition reimbursement for new doctors willing to work in the state?s small towns.

In addition, the Dakota Roots website reaches out to former residents and graduates of South Dakota colleges who moved away. ?We really try to match the skill set to the position,? Brown says. ?If the candidate is in Florida or Ohio, I?m going to call them either way.?

In neighboring North Dakota, employers aggressively recruit talent, too, and troll job fairs in surrounding states for new workers.

With the nation?s lowest unemployment rate and an enviable state budget surplus, North Dakota is awash in oil, tech and agriculture jobs. National media reports have chronicled the employment explosion in northern wildcat oil towns like Williston, where rig workers reportedly can earn six-figure incomes with little or no experience.? But the economic boom has spread to cities across the state, including the capital of Bismarck, more than 230 miles away from the oil fields.

Overall, North Dakota reports the best job scene in the nation, with 42 percent of companies hiring and expanding the size of their workforces. The Gallup job index notes that the state?s positive jobs situation also is creating a construction demand to build new homes, roads, and schools.

?The funny thing about North Dakota is there are 'help wanted' signs everywhere,? says transplant William Phillips, 24, a former resident of Utica, N.Y. ?Even places like Wal-Mart have to have job fairs.?

After graduating from college with no job in sight, Phillips boarded a Greyhound bus for Bismarck in 2009 with two suitcases, a credit card and about $600 in his pocket. He chose North Dakota based on its low unemployment rate. Within a few days of stepping off the bus, Phillips says, he landed an IT job at an office supply company with help from the state?s employment website. ?Coming from the New York area, I was just happy to have a job.?

Three years later, Phillips is happily settled in Bismarck. He lives in a spacious one-bedroom apartment and this summer found a higher-paying IT job with the state of North Dakota?s judicial branch.

Phillips says more and more people are joining him in the move to North Dakota to find work. The downside, he says, is that housing is getting harder to find and rents are going up. He bemoans that his monthly rent has increased by $70 this year -- he now pays $560.

Pam Perleberg, who relocated to Fargo, N.D., in 2009, also talks about the tradeoffs of leaving a bigger city for a smaller community of 107,000. In Minneapolis, she says, she had a higher salary working in marketing. But her current job at North Dakota State University, coupled with Fargo?s easy-going lifestyle, are a better fit for her.? ?The quality of life -- less commute, less stress, more family time -- confirms my decision every day,? she says.

Fargo earned the No. 2 spot on the Forbes list of best small places for business and careers, while Bismarck ranked No. 3.

For Phillips, the best part of living in North Dakota is knowing that even if he lost a job, he could always find another. The security represents a ?huge burden taken off.?

?People seem happier here,? he says, ?because you don?t have to worry about where your next paycheck is coming from.?

Artificially intelligent game bots pass the Turing test on Turing's centenary

ScienceDaily (Sep. 26, 2012) ? An artificially intelligent virtual gamer created by computer scientists at The University of Texas at Austin has won the BotPrize by convincing a panel of judges that it was more human-like than half the humans it competed against.

The competition was sponsored by 2K Games and was set inside the virtual world of "Unreal Tournament 2004," a first-person shooter video game. The winners were announced this month at the IEEE Conference on Computational Intelligence and Games.

"The idea is to evaluate how we can make game bots, which are nonplayer characters (NPCs) controlled by AI algorithms, appear as human as possible," said Risto Miikkulainen, professor of computer science in the College of Natural Sciences. Miikkulainen created the bot, called the UT^2 game bot, with doctoral students Jacob Schrum and Igor Karpov.

The bots face off in a tournament against one another and about an equal number of humans, with each player trying to score points by eliminating its opponents. Each player also has a "judging gun" in addition to its usual complement of weapons. That gun is used to tag opponents as human or bot.

The bot that is scored as most human-like by the human judges is named the winner. UT^2, which won a warm-up competition last month, shared the honors with MirrorBot, which was programmed by Romanian computer scientist Mihai Polceanu.

The winning bots both achieved a humanness rating of 52 percent. Human players received an average humanness rating of only 40 percent. The two winning teams will split the $7,000 first prize.

The victory comes 100 years after the birth of mathematician and computer scientist Alan Turing, whose "Turing test" stands as one of the foundational definitions of what constitutes true machine intelligence. Turing argued that we will never be able to see inside a machine's hypothetical consciousness, so the best measure of machine sentience is whether it can fool us into believing it is human.

"When this 'Turing test for game bots' competition was started, the goal was 50 percent humanness," said Miikkulainen. "It took us five years to get there, but that level was finally reached last week, and it's not a fluke."

The complex gameplay and 3-D environments of "Unreal Tournament 2004" require that bots mimic humans in a number of ways, including moving around in 3-D space, engaging in chaotic combat against multiple opponents and reasoning about the best strategy at any given point in the game. Even displays of distinctively human irrational behavior can, in some cases, be emulated.

"People tend to tenaciously pursue specific opponents without regard for optimality," said Schrum. "When humans have a grudge, they'll chase after an enemy even when it's not in their interests. We can mimic that behavior."

In order to most convincingly mimic as much of the range of human behavior as possible, the team takes a two-pronged approach. Some behavior is modeled directly on previously observed human behavior, while the central battle behaviors are developed through a process called neuroevolution, which runs artificially intelligent neural networks through a survival-of-the-fittest gauntlet that is modeled on the biological process of evolution.

Networks that thrive in a given environment are kept, and the less fit are thrown away. The holes in the population are filled by copies of the fit ones and by their "offspring," which are created by randomly modifying (mutating) the survivors. The simulation is run for as many generations as are necessary for networks to emerge that have evolved the desired behavior.

"In the case of the BotPrize," said Schrum, "a great deal of the challenge is in defining what 'human-like' is, and then setting constraints upon the neural networks so that they evolve toward that behavior.

"If we just set the goal as eliminating one's enemies, a bot will evolve toward having perfect aim, which is not very human-like. So we impose constraints on the bot's aim, such that rapid movements and long distances decrease accuracy. By evolving for good performance under such behavioral constraints, the bot's skill is optimized within human limitations, resulting in behavior that is good but still human-like."

Miikkulainen said that methods developed for the BotPrize competition should eventually be useful not just in developing games that are more entertaining, but also in creating virtual training environments that are more realistic, and even in building robots that interact with humans in more pleasant and effective ways.
