Chronic 2000-04 drought, worst in 800 years, may be the 'new normal'

The chronic drought that hit western North America from 2000 to 2004 left dying forests and depleted river basins in its wake and was the strongest in 800 years, scientists have concluded, but they say those conditions will become the "new normal" for most of the coming century.

Such climatic extremes have increased as a result of global warming, a group of 10 researchers reported today in Nature Geoscience. And as bad as conditions were during the 2000-04 drought, they may eventually be seen as the good old days.

Climate models and precipitation projections indicate this period will actually be closer to the "wet end" of a drier hydroclimate during the last half of the 21st century, scientists said.

Aside from its impact on forests, crops, rivers and water tables, the drought also cut carbon sequestration by an average of 51 percent in a massive region of the western United States, Canada and Mexico, although some areas were hit much harder than others. As vegetation withered, this released more carbon dioxide into the atmosphere, with the effect of amplifying global warming.

"Climatic extremes such as this will cause more large-scale droughts and forest mortality, and the ability of vegetation to sequester carbon is going to decline," said Beverly Law, a co-author of the study, professor of global change biology and terrestrial systems science at Oregon State University, and former science director of AmeriFlux, an ecosystem observation network.

"During this drought, carbon sequestration from this region was reduced by half," Law said. "That's a huge drop. And if global carbon emissions don't come down, the future will be even worse."

This research was supported by the National Science Foundation, NASA, U.S. Department of Energy, and other agencies. The lead author was Christopher Schwalm at Northern Arizona University. Other collaborators were from the University of Colorado, University of California at Berkeley, University of British Columbia, San Diego State University, and other institutions.

It's not clear whether or not the current drought in the Midwest, now being called one of the worst since the Dust Bowl, is related to these same forces, Law said. This study did not address that, and there are some climate mechanisms in western North America that affect that region more than other parts of the country.

But in the West, this multi-year drought was unlike anything seen in many centuries, based on tree ring data. The last two periods with drought events of similar severity were in the Middle Ages, from 977-981 and 1146-1151. The 2000-04 drought affected precipitation, soil moisture, river levels, crops, forests and grasslands.

Ordinarily, Law said, the land sink in North America is able to sequester the equivalent of about 30 percent of the carbon emitted into the atmosphere by the use of fossil fuels in the same region. However, based on projected changes in precipitation and drought severity, scientists said that this carbon sink, at least in western North America, could disappear by the end of the century.

"Areas that are already dry in the West are expected to get drier," Law said. "We expect more extremes. And it's these extreme periods that can really cause ecosystem damage, lead to climate-induced mortality of forests, and may cause some areas to convert from forest into shrublands or grassland."

During the 2000-04 drought, runoff in the upper Colorado River basin was cut in half. Crop productivity in much of the West fell 5 percent. The productivity of forests and grasslands declined, along with snowpacks. Evapotranspiration decreased the most in evergreen needleleaf forests, about 33 percent.

The effects are driven by human-caused increases in temperature, with associated lower soil moisture and decreased runoff in all major water basins of the western U.S., researchers said in the study.

Although regional precipitations patterns are difficult to forecast, researchers in this report said that climate models are underestimating the extent and severity of drought, compared to actual observations. They say the situation will continue to worsen, and that 80 of the 95 years from 2006 to 2100 will have precipitation levels as low as, or lower than, this "turn of the century" drought from 2000-04.

"Towards the latter half of the 21st century the precipitation regime associated with the turn of the century drought will represent an outlier of extreme wetness," the scientists wrote in this study.

These long-term trends are consistent with a 21st century "megadrought," they said.

No, your customer does not want to be your friend. But you do have a relationship with him and trust always matters since relationships and their strength always do.

Trust and personality

The basis of regaining trust in relationships, is obviously having a relationship to start with. And the stronger and more personal it is the more valuable it becomes. Furthermore, people are not isolated but connected and the strength of more ?social? relationships travels fast in a connected reality.The basis of a strong relationship is personality. People see a brand and business as a whole but the reputation of the brand is the result of many contact moments or so-called touchpoints. By making these more personal, trust grows.

The essence of a business is not what it sells or says it does. It?s the people that work for it, the people that buy and all others in the so-called ecosystem, such as partners and ? in a social and connected reality ? the relationships of their relationships. Four ways to regain trust

Many organizations can be more transparent than they are today, opening themselves up for interaction and participation. More important than transparency is clarity: what are your intentions and promises when interacting and doing business with people? What can they really expect? The need for clarity applies to numerous domains. Think about handling the personal data of your customers, for instance, and the need of a clear privacy policy. Privacy increasingly becomes something that needs to be earned. However, clarity is also about making the customer experience as transparent and evident as possible: no unexpected surprises and removing everything that stands in the way of people fulfilling their needs. That?s what user-friendliness is about. Finally, clarity is also about your promises. People expect something when entering in a marketing or other business relationship. It?s important to set these expectations right and not overpromise. At the same time, it?s essential to make sure that expectations are clear in order to avoid disappointment.

2. When trust meets conversions: live up to your promises

Once the mutual expectations are set, and people know how you will deal with their data, follow up on their questions or any sort of interaction and transaction, it?s important to live up to these promises and expectations. It?s the basis of trust but also of branding and conversion optimization. In the end, conversions and business transactions only happen when there is a level of trust. Even social sharing and content sharing in general requires trust. For lesser-known brands that is sometimes a challenge, but it doesn?t have to. The other way around, sometimes bigger brands can have trust challenges that smaller competitors don?t have. Using different ways to establish credibility and trust is essential in optimizing conversions. However, the key differentiator is to actually live up to what you promise by using them.

3. Keep the multi-channel lines open

No one is perfect. Living up 200% to promises and proving perfect customer experiences is a goal to strive towards. However, things happen, after all we are human beings. Even if you?re totally clear and do everything you can to live up to your promises, something can go wrong. Your product can be DOA. Someone in your marketing team can make an error, leading to a situation in which the expectations are not met and promises are broken. This is why it?s important to allow people to get in touch with you fast and across the channels they prefer to use. Customer service is about customers and about making sure that the expectations are met. However, it?s also about being there when things do go wrong and even before they can go wrong. Watching over potential errors or unmet promises and, more importantly, talking about them by being attentive, listening to feedback, monitoring, surveying and responding in a?clear and transparent way, is essential to regain trust and reconnect your brand. Good analysis to understand the hurdles and potential problems when interacting with customers and prospects is part of this as well.

4. Nurture the relationship: going beyond trust

Even the happiest and most loyal customer can become upset once you stop paying attention to him. The other way around, there are always people with high buying potential in your list that never become good customers because they are overlooked and don?t receive what they need to go beyond basic trust and become loyal customers or even advocates. Generating revenue is directly related to providing value. In impersonal approaches, whereby a single customer view is lacking; it?s nearly impossible to offer the value, information or simply tools, contacts, interactions and services your customers want. To achieve that single view, integrating customer and marketing data across contact moments is a must, tapping into all your data sources to give you a central 360? customer view. Obviously, developing a relationship in marketing is also about lead nurturing, which is about content, offers, scenarios etc. but most of all about caring, in the end what nurturing means.

MILWAUKEE (AP) - Now that the Milwaukee Brewers have traded ace Zack Greinke, they'll be looking for other pitchers to emerge in his place.

Mike Fiers has been doing his part.

Corey Hart and Aramis Ramirez homered to back another fine pitching performance by Fiers as Milwaukee snapped a seven-game losing streak with a 6-0 victory over the Washington Nationals on Friday night.

Hours after sending Greinke to the Los Angeles Angels for rookie shortstop Jean Segura and two minor league pitchers, the Brewers ended Washington's six-game winning streak.

Fiers said he doesn't feel any extra pressure to perform with Greinke gone.

"My job is the same and that is to go out and put up zeros and keep my team in the game," Fiers said. "I'm feeling great out there right now."

Called up May 29 from Triple-A Nashville, Fiers (4-4) has been one of Milwaukee's most consistent pitchers in recent weeks. He did not give up a hit until the fourth inning and retired 14 of his first 17 batters.

"I think with the deception and the way he can change speeds, I think this is a guy that is going to be able to pitch in the major leagues for a while," Brewers manager Ron Roenicke said. "At the beginning, I wasn't sure. But he keeps going. And it's not just one team, it's every team he pitches against."

Fiers allowed only four hits while striking out nine in 6 1-3 innings. Over his last seven starts, he has permitted four earned runs in 47 innings for a 0.77 ERA. It was his eighth consecutive start of at least six innings.

"Right now, everything is going well for me," Fiers said. "I think all my pitches were working well for me tonight."

His biggest test Friday came in the sixth. With one out, Steve Lombardozzi singled and Bryce Harper walked. But Fiers struck out Ryan Zimmerman and got Adam LaRoche, who had homered in each of his last three games, to fly out.

"He's very sneaky with his pitches," Milwaukee catcher Jonathan Lucroy said. "He's a lot of fun to catch."

Lucroy said the Brewers weren't surprised that Greinke was traded, but it's time to move on and try to win as many games as possible. The players were told of the trade by Roenicke before the game.

"That is the business side of baseball," Lucroy said. "We knew it was going to happen and we got three good players in return."

Fiers was replaced in the seventh and Michael Morse on first. Livan Hernandez gave the struggling Brewers bullpen a boost, getting Sandy Leon to hit into a double play.

Nationals manager Davey Johnson was impressed with Fiers.

"He comes right over the top and we don't make contact with it," Johnson said. "We could tell by the way we were hitting, if he kept throwing it over, we were going to have a hard time scoring."

Ross Detwiler (5-4) lasted 4 2-3 innings for the Nationals, giving up four runs and seven hits.

The Brewers grabbed a 2-0 lead in the fourth. With two outs, Ramirez doubled as Harper tried to make a diving catch in right field. Hart followed with his 18th home run.

Carlos Gomez's RBI single in the fifth chased Detwiler. Gomez stole second, advanced to third on a throwing error by Leon and scored on Ryan Braun's single off Craig Stammen. Ramirez then cracked his 12th home run to make it 6-0.

Administration projects $1.2T 2012 budget deficit

WASHINGTON (AP) ? The White House predicts this year's federal budget deficit will end up at $1.2 trillion, marking the fourth consecutive year of trillion dollar-plus deficits during President Barack Obama's administration.

The bleak figures, while expected, are sure to add fuel to the already heated presidential campaign, in which Obama's handling of the economy and the budget is a main topic. Friday's release came as the government announced that U.S. economic growth slowed to an annual rate of just 1.5 percent in the second quarter of this year, as consumers cut back sharply on spending.

The White House budget office also predicts for this year that the economy will grow at a modest 2.6 percent annual rate and that the jobless rate will average 8 percent. It forecasts modest growth of 2.6 percent next year ? down from the 3.0 percent it predicted in February ? before rising to 4.0 percent in 2014. Unemployment would remain above 7 percent through the end of 2014, registering at 7.3 percent, the report predicts.

"The economic recovery that began in 2009 will continue at a moderate rate and unemployment will gradually decline," Jeffrey Zients, the acting White House budget director said in a blog post. "The economy still faces significant headwinds," he added.

The 2012 budget year ends on Sept. 30. The White House also predicted that next year's deficit will fall just short of $1 trillion, higher than it predicted in its February budget release. The predicted deficit for 2012 actually improved by $116 billion, but some of that was because Congress didn't enact much of Obama's jobs plan.

But the White House promises deficits will drop to about 3 percent of the size of the economy by 2017, in part through $1.5 trillion in tax increases over the coming decade.

The White House report ? released Friday afternoon with the Olympics poised to distract voters for two weeks ? again trumpets Obama's longstanding approach to tackling the deficit. It includes tax increases on families earning above $250,000, already enacted "caps" on agency operating budgets and modest savings from federal benefit programs like Medicare and Medicaid.

"Since taking office, the president has worked to restore fiscal responsibility," says the OMB report.

Republicans scoffed, noting that Obama has violated his promise to wrestle the deficit in half by the end of his term.

"Much like his record on jobs, the president's pledge to halve the deficit is a glaring broken promise," said Brendan Buck, spokesman for House Speaker John Boehner, R-Ohio. "This level of debt serves as a major roadblock to economic recovery and threatens our ability to meet the promises we've made to our seniors and most needy."

Under Obama's budget plan, the total U.S. debt would reach $16.2 trillion by the end of the year and soar to $25.4 trillion at the end of a decade's time.

"America can have robust economic growth ? and avert a catastrophic debt crisis ? but it requires a credible fiscal plan and the leadership necessary to achieve it," said top Senate Budget Committee Republican, Jeff Sessions of Alabama.

The government is likely to reach its borrowing cap ? the subject of a fierce fight last summer between Obama and Republicans ? late this year or early next year, which is going to require the next Congress and either Romney or Obama to act together to increase the borrowing cap. That is seen by many as an opportunity to force lawmakers to finally tackle the country's major budget problems.

Also looming is the so-called fiscal cliff, a combination of big tax increases and deep, automatic budget cuts slated to begin in January unless Obama and congressional Republicans step in to block them this fall or during a postelection session of Congress. Many economists say that if the government plunges over the fiscal cliff it could drive the economy back into recession.

Romney, for his part, offers relatively few specifics on the budget but promises to bring total government spending down to 20 percent of the U.S. economy by the end of a first term in 2016. That is roughly in line with where it was during Republican George W. Bush's presidency. Government spending now equals 24 percent of gross domestic product.

The idea of a big, cross-disciplinary meeting had been floating around citizen science circles for a while. Though public participation in scientific research has deep roots in the history of science, in the last few years it has taken off spectacularly from launch pads across the disciplines of science and education, fueled by advances in communications technology and a sea change in a scientific culture now eager to welcome outsiders as collaborators. There was a feeling that the time had come to muster the leadership from their independent community science fiefdoms for an intellectual potlatch.

Citizen science, crowd-sourced science, DIY research, volunteer monitoring, community participatory action research ? the variety of banners flying over participatory science projects reflects the diversity of their origins, from astronomy to zoology. Workshops had been organized before, notably by the Cornell Lab of Ornithology, but they were small, field-oriented, and unable to meet growing demand.

?The participatory science field has been growing, but in isolated silos. Even within the environmental sciences, the water quality people self-organize separately from the biology people,? said Abe Miller-Rushing, a science coordinator for the National Park Service up at Acadia National Park, in Maine. ?We really wanted to have an open-invite meeting that emphasized innovation, and could kick-start conversations.?

So Miller-Rushing and a handful of scientists and educators hatched a plan to make their dream meeting happen. It all comes together on August 4th-5th as a conference-within-a-conference at ESA?s 2012 annual meeting in Portland, Oregon: the ?Public Participation in Scientific Research Conference? (technically ESA?s ?workshop #1? for organizational purposes, it starts early on Saturday morning, before ESA?s main event kicks off with the Sunday evening keynote).

?Jennifer and I were talking about this at a meeting, and I think Rick was there too, and we decided ? hey, let?s just do it.?

Miller-Rushing will open the upcoming conference with a presentation on the history of public participation in scientific research. He has a paper on the same topic, with Richard Primack of Boston University and Rick Bonney of the Cornell Lab of Ornithology, in the upcoming August 2012 special issue of ESA?s journal Frontiers in Ecology and the Environment, ?Citizen Science ? new pathways to public involvement in research,? timed to coincide with the conference.

Other invited speakers hail from public health, biochemistry, education, geography, and atmospheric sciences, at universities, government agencies, and indigenous organizations. ?Organizers expect over 150 poster presentations.

Jennifer Shirk, a conference co-organizer, has an article on ?The current state of citizen science as a tool for ecological research and public engagement,? with Janis Dickenson and several more people from the Cornell Labs in the special issue. Other authors address the future of the field. The issue will be open access, and available on August 1st.

Citizen science projects give non-specialists the power to apply their curiosity about the natural world, and their love of puzzles and games, to real scientific questions. Projects have recruited naturalists and novices to classify galaxies, refine protein models, align DNA sequences, identify and count birds, record weather, and track plant and animal life through the changing of the seasons.

Many participatory science initiatives started with a researcher?s need for additional hands, eyes, and boots on the ground. With the help of dedicated hobbyists, enthusiastic school kids and teachers, and curious on-lookers, they could multiply data collection and analysis by orders of magnitude, essentially creating thousands of lab and field assistants.

Educators and scientific organizations soon saw the potential for learning-through-doing, drawing the practice of science back into public life ? from which it has grown increasingly estranged.

?Some people will say that citizen science will save the world, and some say that it?s trash science,? said Miller-Rushing. There tendency toward hyperbole, but ?this meeting should give people a chance to talk about it realistically, and hash out some things.? Disciplines have tended to develop favored styles. Ecology and other environmental sciences tend toward monitoring ? of water quality, weather, animal presence and number, plant and animal ?phenology? or the timing of developmental changes with physical cycles ? while the more molecular-scale biological sciences have developed interactive games [Foldit; Phylo].? Astronomy has tended to be image-oriented, with programs like Galaxy Zoo. Public health has a history of involving patient (although public health scientists don?t like the term ?patient!?) communities in a cyclical re-development of epidemiological programs.

Citizen science as a field stands to gain from borrowing techniques across specialties, and banding together to work on shared challenges ? like sustainability of funding and staff, databasing solutions for large, sometimes heterogeneous, datasets, and data quality control. All projects need to communicate with volunteers and help volunteers talk to each other. They need an attractive user interface, and a way to bring in new blood. ?The conference offers a chance to cross-pollinate, and share ideas, experience, lessons-learned.

It will also be a good chance to talk about the future of the field, and consider support infrastructure.

?We want to talk about how to formalize as a field so that people can share it, can enter it,? said co-organizer Meg Domroese. ?There?s a need to get beyond unique terminology and jargon. People are scattered across many fields and journals. How can we compare and share processes for collecting and analyzing data??

Domroese is looking for a permanent shared space, a forum, possibly virtual, where communication can be ongoing. She thinks there is potential for forming a new professional association for training and networking, an online journal, or a central website, independent of the current stakeholders (something like Citizen Science Central, but with expanded capability). There are a lot of options on the table.

Indians have grown increasingly desperate waiting for the long-delayed deluge of this year's monsoon, the annual rains that replenish India's rivers and quench crops to keep this vast, agricultural nation of 1.2 billion fed through the year.

As cities swelter and farmers helplessly watch their harvests wilt and profits vanish, Prime Minister Manmohan Singh assured the nation Monday the government was ready "to address any situation that may arise due to any rainfall anomalies."

So far, the rains were at least 22 percent below normal, several states faced drought and farmers feared grave losses. Some analysts put the rain deficit at 31 percent.

A drought would be devastating since about 60 percent of India's population work in agriculture and that sector contributes 16 to 20 percent of the nation's gross domestic product. It could also worsen inflation of food prices.

"The situation is quite bad, exceptionally bad, and very serious for farmers," said scientist Kirpal Singh Aulakh, former head of Punjab Agricultural University in Ludhiana.

More than half India's farmlands are rain-fed, with much of the rest irrigated from rapidly depleting underground aquifers.

While Singh pledged to address failed crops, provide new seeds, and monitor low reservoirs and hydropower problems, he admitted to a grim reality, with stored water at only 61 percent of what it was last year and his government on high alert and offering more than $800 million in aid to stricken states.

Farmers were dubious about the assurances.

"They are just exuding optimism, but they have done nothing since we pointed to impending drought concerns since before June," said Vijoo Krishnan, joint secretary of the All India Farmers' Union. "The farmers are depressed, feeling their lives have been left as a question mark over whether the rains will come."

Since June 1, when the monsoon had been forecast to hit the coast of southern Kerala and begin heading north, Indians have waited for the deluge. Thirsty migrants mob water trucks delivering daily rations to the slums of New Delhi and Mumbai.

Clear skies over the countryside have led to desperate prayer. In the south, men dressed in red paint, beads and feathers perform ancient dances courting Hindu gods of plenty. In the north and east, villagers stage ceremonies to marry pairs of frogs or donkey couples in a tradition they hope will persuade the gods to quench their lands.

The prayers have gone unanswered.

Cereal production is down 25 percent from last year, while pulses used to make the Indian staple dish dal were down 24 percent.

"Some pulse prices are going to go up," said Food Minister K.V. Thomas, according to an interview published Tuesday in the Times of India.

The situation has become even more precarious because of rising fertilizer prices and farmers favoring water-intensive rice cultivation even in arid states, due to government purchase prices that are generally higher than market prices.

The central government has said it is looking at plans to fix market prices, change export regulations and distribute surplus grain from warehouses. But many feared the measures would be undermined by the rampant corruption and poor management that regularly leads to stolen shipments, rotting grain and price fixing.

The hardships and precariousness of farming have driven more than a quarter-million farmers to suicide in the last 16 years, said Krishnan, of the farmer's union.

"You won't find numbers like this anywhere in the world," he said.

The head of the Agriculture Ministry's commission on food prices agreed on a need for action.

"The time to wait is almost over," Ashok Gulati said. "It's time to act and save the crop wherever we can."
